The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The succession of opposing developments captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are issued from various governments. Significant resources is allocated on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from across the border, a capability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to counter approaching aerial threats flew past – modern combat jets provided to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, probably delivered by Western nations. Every deployment shakes the surroundings, shaking the windows. The brief panic quickly becomes sober acceptance: maybe the hostile projectile won't strike its target this time, protecting urban areas from ruin and further power outages.

Persistent Threats

Following this, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a mobile-fire group – probably imported technology. Sadly, the bullets missed the enemy aircraft – it pressed on overhead toward its destination.

Periodically, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a need that neighboring countries are demonstrably unable to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, endure.

Strategic Calculations

It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration believes that it is unrealistic to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's south or east.

The challenge is that while accepting these circumstances, US leadership does minimal to discourage Russia, through statements or actions, from believing that the situation will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a total frontline collapse until conditions improve in its benefit.

Existing Situation

Factually, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their mission will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.

These opposing factors are influencing discussions.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
